Prime Minister’s Interest-Free Loan (PM-IFL) Scheme
Make interest free micro loans available to men and women from poor, vulnerable and marginalized households so that they may engage in productive economic activities that will improve their lives and positively contribute to the economy through becoming self employed;
Establish and/or strengthen district based branches and/or rural loan centers, capable of assessing, distributing and recovering interest free loans to those on a Poverty Scorecard of 0-40; and
Extend micro enterprise support services including enterprise training and counseling, market and other linkages to the borrowers of the interest free loans, so that they may improve their performance.
Implementation Strategy OF PM-IFL
The IFL Scheme is part of a public grant, which the Government has allocated for community institutions to help them build their capacity and manage livelihood and enterprise development programs within their local communities. The funds from the Scheme will be transferred to PPAF that will channel the same to POs, which in turn will disburse the funds through: a) establishing a branch at district level, with a one-year plan to build capacity of community institutions to become custodians and managers of the fund; b) working directly with community based institutions and strengthening them as loan centers. Please note that the fund is expected to eventually remain at the community level, revolve and grow
Objectives of PM-IFL
Provide Interest-Free Microloans
To offer financial support to men and women from disadvantaged backgrounds, allowing them to become self-employed and financially independent.
Establish and Strengthen Local Loan Centers
To develop district-based branches and rural loan centers capable of assessing, distributing, and recovering loans efficiently.
Support Micro Enterprises
To extend enterprise training, business counseling, and market linkages that enhance the borrowers’ skills and improve their long-term economic performance.
